Member Reappointed to Family Procedure Rule Committee

The Lord Chancellor’s recent reappointment of Robert Edwards to the Family Procedure Rule Committee (FPRC) marks an important development in the realm of family justice. Edwards, nominated by Welsh Ministers, will represent the interests of Welsh family proceedings officers from October 1, 2024, to February 28, 2027.

Edwards’ reappointment is a testament to his expertise in children law, which he has developed through his work as a lawyer at the Welsh Government and principal adviser to Cafcass Cymru. His responsibilities include providing advice, representation, and training to the organization, leveraging his experience in Welsh local authorities and private practice.

The FPRC, established in 2004 under the Courts Act 2003, plays a crucial role in shaping the family justice system. As a non-departmental public body, its primary objective is to create clear, easily understandable rules that facilitate an accessible, fair, and efficient family justice system.

The appointment process for FPRC members, as outlined in Section 77(2) of the Act, involves nomination by Welsh Ministers and appointment by the Lord Chancellor in consultation with the President of the Family Division. Notably, the Commissioner for Public Appointments does not regulate the appointment of FPRC members nominated by Welsh Ministers.

Edwards’ extended tenure, which was confirmed by the Lord Chancellor, ensures continuity and stability in the FPRC’s efforts to promote a fair and efficient family justice system. His expertise and experience make him an invaluable asset to the committee, and his reappointment is a positive development for the family justice sector.
